City Manager Office

The Office of the City Manager is responsible for executing the policies adopted by the City Council.

Administration Department

The Administration Department oversees several important functions within Edina's city government.

Executive Leadership

The City Manager and the Assistant City Manager are responsible for the ongoing operations of the City, as well as City Council relations, strategic planning, policy research and implementation, oversight of boards and commissions and performance measurement.

Economic Development

This division of Administration supports the recruitment and retention of businesses by creating an environment where businesses can prosper. Ongoing efforts include identifying opportunities for redevelopment and potential funding sources, partnering with local business associations and other community groups, coordinating marketing campaigns and oversight of Edina's Housing and Redevelopment Authority (HRA).


The City Clerk division supports the management of the City's records according to Minnesota Statutes regarding records retention and data practices ensuring citizens access to public information in a timely fashion.


The City Clerk Division coordinates all national, state and local elections for public office.

Licensing & Permits

The City Clerk Division coordinates the issuance of business licenses within the City of Edina including:
  • Amusement Devices
  • Body Art
  • Food Establishments
  • Liquor Sales
  • Massage
  • Multi-Family Housing Garages
  • Parking Ramps
  • Pools
  • Refuse Haulers
  • Tobacco
The Department also issues permits for the following activities within the City:
  • Charitable Gambling Registrations
  • Fireworks Sales
  • Special Events

Liquor Store Operations

The Department manages Edina's three municipal liquor stores. Proceeds from liquor store operations help support the City's general operations, Braemar Golf Course, Braemar Ice Arena and the Edina Art Center.


The Sustainability Division is responsible for integrating sustainability principles and goals into all projects and programs for the City of Edina. The Sustainability Coordinator creates, leads, and manages change to ensure conservation and sustainability as a part of Edina's culture and standard operating procedures. Ensure that conservation and sustainability initiatives are properly financed and continued until goals are achieved.
