Utility rate increases are the result of the continued need to replace the City of Edina’s aging water, sewer, and storm sewer infrastructure. The City reviews our comprehensive rate study annually and updates it as necessary to determine the need for replacement. The cost of routine maintenance and service of the Utility system increases each year due to inflation, also contributing to rate increases.

New Utility Bill Format

The City of Edina began using new billing software in May 2023, resulting in a new look for your utility bill. Use the "Know Your Bill" document (PDF) to better understand the new bill layout. This guide uses a residential bill as the example. Depending on your account type, your bill layout may vary slightly from what’s shown.
