About the City Council
The Edina City Council comprises a mayor and four Council Members who serve four-year staggered terms with elections in even-numbered years:
- Mayor James Hovland
- Kate Agnew, Council Member
- Carolyn Jackson, Council Member
- James Pierce, Council Member
- Julie Risser, Council Member
The Mayor and Council are responsible for the efficient operation of the city government through policies and ordinances that are carried out by the Council-appointed City Manager.
Specifically, the Council is responsible for budgeting, taxation and management of City property. The Council is accountable to the residents of the Edina.
Ways to Contact the City Council
Public Hearings Comments
Public hearings are one way that the City collects feedback on specific decisions. Public hearings are usually conducted by the City Council or Planning Commission. The goal of a public hearing is to ensure all perspectives have been surfaced and considered. View the list of scheduled public hearings and instructions for providing comments at Better Together Edina.
Community Comment During a City Council Meeting
Community Comment is a time on the agenda for the public to raise issues or make comments during a Council meeting. Individuals have three minutes to speak and are asked to provide their name and address. Community Comments cannot be related to 1) an item on the current meeting agenda, 2) a topic planned for a future public hearing, or 3) a topic for which a public hearing was held in the preceding 30 days.
Email the Mayor and all Council Members at [email protected].
Emails sent to this address are received and read by the Mayor and all Council Members. Due to open meeting laws, Council Members cannot engage in back and forth emails involving a quorum of three or more members. As a result, you might not receive a response from all members, or you might receive a response from a staff member.
Contact the Mayor or Individual Council Members by Phone, Email or Letter.
All Council Members are elected at-large, which means they represent the entire City and do not serve a specific ward or section of the City. Contact information for each are at right (desktop) or bottom of this page (mobile).
Regular Council Meetings
Meetings of the Edina City Council are typically held 7 p.m. the first and third Tuesdays of the month. The Council holds other special meetings from time to time.
Meetings of the Edina City Council are shown live on Edina TV, Facebook and the City’s website. They are rebroadcast on Edina TV at 3 a.m. and 11 a.m. Sundays and Wednesdays, and 7 p.m. Tuesdays and Saturdays until the group's next meeting.
Edina TV is available to Comcast subscribers on Channel 813 (high definition) and Channel 16 (standard definition).
Council Meeting Agendas
Agendas are available before each meeting. The agenda includes time for public hearings on subjects such as proposed ordinances, planning and zoning matters, assessments and public improvements. Routine business is placed on a “consent agenda,” which is considered and approved by one motion at the beginning of each meeting. Any member of the Council may remove an item from the consent agenda for discussion and action. Other agenda items routinely include Community Comment, award of bids, Reports & Recommendations, and comments by Council Members and the City Manager.
