2. I just bought a house in Edina and have received an outstanding water bill. Do I have to pay this bill if I didn’t use the water?

A water bill is considered a lien against the property. Your real estate agent and/or title company should inform you of any outstanding water bills during the purchasing process, or you can contact Utility Billing for that information.

When buying or selling a home in Edina, residents are required fill out a Start or Stop Request form located under Utility Billing department. When selling your home, we request the date of closing, a forwarding address, and new owners name (if information is known). A final read is performed on the service address and a closing bill is mailed to the seller. Contact your real estate agent who can work with the previous owner’s agent to take care of the outstanding bill.

If these remedies do not work, the bill must be paid by current homeowner.

3. How often am I billed?

Edina water customers are billed quarterly for amounts used and recorded by their water meters. Quarterly water bills also include charges for sanitary sewer services and storm drainage.

4. Is water billed by the quantity used?

Utility charges are based on a flat minimum charge. That minimum charge guarantees the water service and provides a minimum amount of water depending on the land use.

5. Is financial assistance available to help pay my utility bill?

Yes. The Energy Assistance Program provides help for Hennepin County residents. Learn more and apply online or call 952-930-3541 weekdays from 8 a.m. to 4:30 p.m.

6. How do I get in touch with another utility company?

Other utilities not provided by the City include:

• Cable Television: Comcast/Xfinity is currently the only company that provides cable services in Edina. To arrange for service or report a problem, call Comcast at 612-522-2000.
• Electricity: Contact Xcel Energy  at 800-895-4999.
• Gas: Call CenterPoint Energy at 612-372-4727.
• Telephone: CenturyLink provides basic telephone services in Edina. To arrange for residential service, call 866-963-6665. To report a problem with your home telephone service, call 877-837-5738.

8. My building is required to comply with Edina’s Efficient Buildings Ordinance. How do I get my building’s prior year water use from the City so I can enter it into Energy Star Portfolio Manager?

The City of Edina amended its Efficient Building Ordinance in Fall, 2021. Beginning in 2022, compliant buildings must report water use through Energy Star Portfolio Manager in addition to energy. This is an annual requirement and meter readings must be manually added each year.

 

Ways to retrieve water readings from the prior calendar year:

• Register for e-billing, and check your usage there. Visit https://www.edinamn.gov/354/Utility-Billing to register or log in. Water bills and reports show usage in thousand gallons (75=75 thousand gallons).

  2. Enter Customer # and Account # to see billing history
• Contact the Utility Billing Department to request a report of your prior year’s water readings by  emailing [email protected] or calling 1-844-476-3107. 
  1. Make the request using the property address required to comply with the Efficient Buildings Ordinance. This ensures you receive water usage for all meters associated with that address, including indoor and outdoor water use.
  2. Make the request for the four quarterly water readings that occurred in the calendar compliance year (i.e. quarterly read dates in 2021).
     • You will receive an excel report with all meter readings for your property address related to the calendar year. You may have a water and an irrigation meter, both sets of readings should be submitted to Energy Star Portfolio Manager. 
     • You will submit the amounts in the “Billed Usage” column. Remember, the unit is thousand gallons (a “billed usage” value of 75 equals 75 thousand gallons).
  3. FYI: Some water meters include two water readings for one quarter, one for “high compound flow” and one for “low compound flow” – these readings should be added together for submission to Energy Star Portfolio Manager (ex: one meter high comp reading = 75, low reading = 25 for February, 2021. The input into Energy Star Portfolio Manager would be 100 for this quarter).

9. Can I receive a bill adjustment for filling a hockey rink?

Previously, the winter quarter average water consumption set the sewer charge for residents for the year. This led to customer complaints, particularly when winter quarter water consumption exceeded consumption in the other billing cycles. Now in 2023, the City bills all sewer on the lesser of winter quarter average or actual consumption, but not less than the minimum of 8,000 gallons. Therefore, the City will no longer offer sewer adjustments for customers that choose to consume water to fill hockey rinks on their property during the winter quarter.
