1. How much cannabis can a person legally possess?

Minnesota law allows a person of 21 years of age or older to:

• Use, possess or transport cannabis paraphernalia.
• Possess 2 ounces or less of cannabis flower in a public place.
• Possess 2 pounds or less of cannabis flower in a person’s residence.
• Possess or transport 8 grams or less of adult-use cannabis concentrate.
• Possess or transport edible products infused with a total of 800 milligrams or less of tetrahydrocannabinol.

2. Can I grow my own cannabis?

Minnesota law authorizes a person to cultivate up to eight cannabis plants, of which four or fewer may be mature, flowering plants, provided that it is in an enclosed, locked space that is not open to public view.

3. Can cannabis be consumed by those 21 and older in public?

No. The Edina City Council approved an ordinance prohibiting the use of cannabis and hemp products in public places in Edina.

What is considered “public?”
According to the local ordinance, a public place is “property owned, leased or controlled by a governmental unit and private property that is regularly and frequently open to or made available for use by the public in sufficient numbers to give clear noticed of the property’s current dedication to public use.” It does not include homes or yards or premises of an establishment or event licensed to permit on-site consumption.

4. I am sensitive to or don’t like the smell of marijuana smoke. It sometimes drifts from my neighbor’s home or yard into mine. Can the City do anything about it?

No.

5. Doesn’t the Clean Indoor Air Act apply to cannabis products?

A person cannot use cannabis flower, cannabis products or hemp-derived consumer products in a manner that involves the inhalation of smoke, aerosol or vapor at any location where smoking is prohibited under the Clean Indoor Air Act.

6. Can I use cannabis and drive?

Driving under the influence of cannabis is illegal and subject to additional DWI sanctions. Cannabis should always be used responsibly and never used before driving a vehicle or operating heavy machinery. The Edina Police Department is following the State of Minnesota's guidelines on the decriminalization of cannabis.

8. Where can cannabis be sold in Edina?

Cannabis products and hemp-derived consumer products may only be sold in businesses with a license issued by the State’s Office of Cannabis Management. The City of Edina has an interim ordinance prohibiting the operation of cannabis businesses in Edina. During the moratorium, the City will complete an in-depth study concerning the adoption of revisions of the City’s official controls for the manufacturing, testing, distributing and selling of cannabis products.

9. What should I do if a retailer is selling noncompliant products in Edina?
